Hi fellas, I do not know who to ask, I’ve been looking for information weeks but I am confused and I am post this to see if someone can guide me, I’m starting to develop themes, my forte is the design and aesthetic, I have enough creativity, but at my level programming is medium, I need your orientation please, I try to do is my own framework, my question is which framework I can take and work based on this framwork and develop for mine own framework and do all the designs based on this framework that I developed, which framework could recommend me to take and modify and develop my own framework and I did not bring future legal consequence for selling my themes with this framework? really thanks in advance for the information and guidance you can give me.

but you can use any framework that has the proper licensing, most are GPL just depends.
as for which is the best it really depends on what you want to do, personally I think its best to develop your own 100% from scratch because youll need/want to provide some level of support for your themes and youll want full understanding of all the code

thanks dude, definitely like you said, I’ve heard from various popular framework, for example fundation, Bootstrap, Skeleton, I can take some of these framework and based on that start and develop my own framework?

Those are css frameworks. Use them to develop html templates.

Options Framework (http://wptheming.com/options-framework-theme/) is also very popular. Thematic (http://themeshaper.com/thematic/) is another widely used one.
A relatively new one made for use with Twitter Bootstrap was shown to me the other day named Skematik (http://skematiktheme.com/).
I’m not going to vouch for any of them as every dev is different and likes their setup to be slightly different, try each one out and see how you get on is your best bet!
