1. You can create multiple blog use menu categories blog. Go to Appearance >> Menus >>add categories blog to menu.

2. You can’t make multiple portfolio filter, just choose the column.(read documentation). But you can use archive layout. Go to Appearance >> Menus >>add portfolio categories to menu. (if you can’t see portfolio categories, click screen options on top right then check portfolio categories).
