It is a plain landing page template (HTML/CSS), not a wordpress, can not be installed as such. (As you may observe it is placed under Landing Pages category, not a Wordpress) Hope this helps.

Then how do I implement this on a URL . What software would work best with this? I use Bluehost as my hosting service, and not sure how to do HTML for a landing page threw them. Do you have any Ideas?
Every hosting company provides sufficient help on How to upload an item… You can use Filezilla FTP client to upload your item to the hosting server. In case of Bluehost Go to Help Centre>Browse Knowledgebase>FTP – Uploading the website.
