Depends which payment gateway you are using. If you are using paypal, it will take 10 minutes to fully setup the account. other payment method may vary, but not too hard to setups, since there’re many payment module developed in the magento connect.

Magento is a fully customizable and fairly easy to use shopping cart. If you have experience with oscommerce/zen cart or any other, magento are much more easy to use and customize with.
