The links are there just to show that they can link somewhere 
“Submit a Site” links to the Submit page and “Contact Us Now” leads to the About page where you can post your contact details.

This is a HTML template and it has to be converted into a Wordpress (or Drupal or other CMS ) theme in order to use it as a proper blog in a CMS .
I am thinking about converting it and posting it as a separate item here on ThemeForest. I will let you all know!

you cannot, this is not a CMS , it’s just a HTML template which can be used as a static website or as a base for some PHP system, like Wordpress or Drupal. What I want to say is that this web template, along with all other templates in site templates category, is a functional website, but without admin interface, where you could usually log in and upload.
