It’s dependent on your requirements overall. You would need to provide a basic brief at least… I would usually request a sketch even if a bad one of the layout you want to achieve and a list of features you want and a list of features you want your visitors to have access to. Sometimes it’s a good idea to give the developer design control but specify exactly what you want (making sure you have planned this) and also ask for advice on what is possible and then barter for a price. If you have a budget specify this first before requesting giant animated gold robots on every page. Have a look at competitors sites and see what you like about their sites. Pick something different from each one, this way your site will be a little more unique!
Cost is the first thing to mention and the last thing to be finalized.
