Is it possible to purchase the license for the template so it can’t be bought by anyone else?
Not at this time. But sometimes Envato can offer that type of licenses.
can we get design source file, if we bought the project ?

Design source files are not included in project files.
But if you want you can get it from item details page I have mention all the image link there or i can provide the source link of Design source personally.
