The Dream City theme does not advertise Elementor support or Visual Content composer plugin from wpbakery, it includes custom cmsmasters composer plugin that brings large functionality that is perfectly tuned up to the theme. Theme documentation is available online and can be seen before the purchase, the link can be found on the product's page. Besides it contains rather detailed instructions on translating your website: http://documentation.cmsmasters.net/dream-city/#!/translate, and free Poedit version is enough for the theme translation, there is no necessity to buy the premium one. Likely the support will be able to assist you, because our themes with this composer are used by thousands of customers and most of them say they are flexible and easy in use, and the composer lets you create content easily.
