Is there a reason why the blog page displays “All Posts” instead of the page title such as “Blog”? All the other pages display the actual page title in the header.

Just so that you know, the Blogger Widget in Elementor will not display a blog post full width if only 1 selected in count and columns. It will still display it 50% width on all layouts except for default which defeats the purpose of showing only 1 post.

this theme has RTL support?

I did not understand this, you are saying yes the theme has RTL direction by default but at the sametime you are saying additonal code it needs,
I want to use this theme fully hebrew, if it has RTL by default why i need additional code?

Please re-check our reply: The theme has a LEFT-TO-RIGHT text direction by default, while Hebrew requires Right-to-Left direction.
