What is different between Starterkit folder & Admin folder

Why can’t I remove the “Skote – Vuejs Bootstrap 5 Template” from the page before it loads any page titles?

I already made the change in app.config.json yet it loads “Skote – Vuejs Bootstrap 5 Template” on every single page BEOFRE loading my app titles.
It’s not a cache issue as I’ve cleared them and tested other browsers same problem.
