This is a static HTML template and the difference between this and wordpress theme will be that in wordpress theme you will have an admin side to manage contents. But, in HTML you need to change the code to do what you want to do do.

So, if you purchase this HTML template then you need to re-purchase wordpress theme when it becomes available.
