Is there any way to make header and footer of the html templates in one file like header.tpl? This way menu changes do not need to be on every page.
There aren’t any known bugs in the latest version.
All your problems are by your customizations as i answered via e-mail. The next update will be available when WHMCS release a new version.

You can save the files as .php (or any other language that you have knowledge), create two different php files (one for header, for example header.php and one for footer as footer.php) and then include them in every php file.
With this way you can make changes only to these files. Have in mind that this needs some PHP knowledge to define things like current menu item.

i do not kept a change log on this update.
There so many changes from 7.2 to 7.3, that a change log does not provide something.
When the updates are extended, the best approach is the following: Redownload the template, edit the latest version of the template and carefully apply your changes to header.tpl, footer.tpl and css/custom.css (or any other files you want to customize)

With the latest version are we required to add: {include file=”$template/includes/linkedaccounts.tpl”} to the whmcs theme header file? Social sign is not displaying even with fresh install of theme.
This file is in login.tpl, not in the header. So you need to replace your login.tpl with the login.tpl of the latest version.
Social sign-in working without issues.

about Bootstrap 4, yes i have plans, but only when it will released officially (not alpha, beta or release candidates version).
About the tawk.to you can easily integrate it, i do not think so that it is provide something if i will bundle it with template. There are a plenty of live chat software out there.

There is no such thing like a folder with command form (to be honest i do not understand what do you mean).

yes the downladable item contains HTML template and WHMCS template separated. So, you can just use the WHMCS template only, It is compatible with latest WHMCS version (7.1.2).
Does not provide an admin interface to choose colors, you need to edit the css fie to change them.

1) About the login popup, i can’t reproduce it on my WHMCS 7.1. It works without issues, so i suppose something you did not apply correctly about the update or a customization that you made creates the issue.
