Can I use just the HTML + CSS code without the Angular JS? Is Angular disabled by default?

Thank you for your interest in Radiant Bootstrap 4 Admin Template + Angular 5 Starter Kit.
Our package contains a jquery version and angular starter kit version as separate folders. If you do not wish to go ahead with the angular version, you can simply take up the JQuery version from the downloaded package.
Hey, Congrats on this beautiful template. I have 2 issues:
1. Tooltips are not working as expected. Look at you demo and it is not displaying correctly.
2. After implementing all the template assets and looking into Firefox and Chrome F12 (Developer) console, somewhere in your code is looking for a reference at your website and I get the following error:
Blocked loading mixed active content “http://www.urbanui.com/radiant/jquery/vendors/iconfonts/mdi/fonts/materialdesignicons-webfont.woff2?v=2.1.19”.
Why my local purchased copy is looking for the woff2 at your website?
I need this issue to be solved asap.

Hi, I have an issue with file vendor.bundle.addons.css. When I use it, an error has occurred as below:
