Hello, when I remove the DARK/LIGHT tab on the right, the drop down menu items on the header menu lose their drop down functionality. How do I fix this?

i think you have remove some other js that is why it occurs issue.
you can remove dark/light option by follwing steps: 1. Go to script.js(assets/js/script.js). 2. remove dark & light js Number 21. RTL & Dark Light (line no: 1281) 3. delete/remove _theme-dark.scss (assets/scss/theme/_theme-dark.scss)
if you use scss and if you have deleted theme-dark than you have to remove @import ‘theme/theme-dark’; which is in every color(n).scss file.

gulp files and all if for development , you can get html files as well you can direct upload html files and assets folder

this is static html item , it does not have database or dynamic you need to customize as per your requirement
