the core will not download and I can’t use the product

The issue we are having is a long (2-3 second) load delay and you can see the issue by viewing the site waterfall through the browser developer console. We have several sites running on this server and they all have millisecond initial load times, so the problem seems to be theme-related. Can you take a look and give us some ideas on how to resolve this?
