Would I still need to use or purchase a theme to use these design layouts?
And how would I use the designs, by simply copying the html and pasting it in the editor?

Please follow these steps:
1) Install the free “Hello Elementor” theme in WordPress: https://elementor.com/hello-theme/ 2) Install the free “Elementor” plugin in WordPress: https://wordpress.org/plugins/elementor/ 3) Install the free “Template Kit Import” plugin in WordPress: https://wordpress.org/plugins/template-kit-import/ 3) Purchase and download this template kit, it will be a zip file. 4) Go to Tools > Template Kits and upload the template kit zip file 5) Follow the prompts to insert the desired templates and build the pages for your website using the Elementor drag and drop builder.
