How much will you need to complete this template to a wordpress theme?

It absolutely astonishes me how many people don’t read that it is a Static HTML Template, not WordPress, Not a .php functioned theme, not anything but static.

I have asked this question a year ago but the reply was not really helpful. When you scroll over an item in portfolio, it shows the “all-out.png” image but when click it, nothing happens. What is meant to happen? My assumption is the photo should open maximized but this is not happening. I also found this code in script.js:
