It seems like you there can be multiple reasons. Kindly check the following steps mentioned below :-

1. Check for the class in that hamburger element it may be broken

2. Check for the Sidebar CSS that can be broken as you have converted it to RTL

3. Check for the toggleFunction.sidebar() in app.js file as it may be blocked by some other JS

If the issue still does not resolved kindly share you working example or uploading your project online so that we can debug from our side
