1. Does this theme have penalty system for both the project owner and the freelancer if any of them cancel the projects or other can’t finish the project completely? How can as admin give such penalty for that matter?

What I need is more to a penalty by cut the project owner money deposit when they post a project offer (when they cancel a project). And for the freelance they will receive let say maybe protata from their bidding amount with the percentages of their works.
