I really like this template. If I were to buy it, I would have to customize it though. What type of development setup would be required? What JS , templating, CSS generation frameworks would I need to be familiar with?
Also, does it come with a build script, or even better a task runner support?

This template uses HTML, CSS and JS (jQuery), so you have to be familiar with these technologies. This template doesn’t use any frameworks. Let me know if you will need more help.
