We believe that today if you are building a web application, then it is considered that Javascript will be enabled. A web application without javascript can't be imagined.

When you say that it doesn't work at all, then we want to tell you that this is the loader which you need to turn off on page load. So that the direct page content will be shown to you even if the javascript is disabled. And we believe it is a very easy customization which anybody having a very little knowledge of HTML/CSS and JavaScript can do. The same thing happen with even BootStrap example templates too.

Regarding your comment, "the theme was made responsive through the use of javascript librairies and not CSS3 classes", its just the scrollable area which has the height maintained as per the viewport of a device through javascript. Everything else is being done through CSS3.
