Thought that when include WPBakery and Elementor that it would be included in the theme. But you still have to buy those plugins afterwards, would have been nice to know.

This is not correct.
WPBakery is licensed like all other bundled plugins from CodeCanyon:

This means you can use it with the theme. You only need to purchase a separate license if you want direct support or services from the plugin’s developer.
Elementor is free.
And there are free alternatives to Elementor Pro, such as PRO Elements: https://proelements.org (in fact, we use this one in our demos).
