1. Right now user can onlny upload images, audio and video files but if you have PHP knowledge then you can easily extend it and we will guide you through the procedure.
2. Yes, but again you have to make minor changes to restrict the file type and you can see the support mime types list on following link
https://codex.wordpress.org/Function_Reference/get_allowed_mime_types3. This feature is not available by default but if you like then we can provide these additional options. You can for them on our skype ID extracoding.
Please note: We can also extend the wordpress mime type list so it will support PSD files.
