Hi there, nice job! I was wondering how heavily is your template relying on jQuery ? I’m really keen on the design – so I would like to use it in a vue.js application – and so get rid of all the jQuery code. Thanks.

Bootstrap requires jQuery, and the template is built with Bootstrap, so you can’t get rid of the jQuery code, I’m sorry.
Anyway, if you are familiar with JavaScript you can use it as a UI kit, and implement it with your Vue.js code.
The icons below “Reinvent The Web” and below “Our Services” sections on the home-digital-agency.html file are not colored or animated with the same ‘drawing in’ ‘pencil like’ effect as they are on the demo site through themeforest. I can’t figure out how to get similar multicolored icons or how to animate them to have the same ‘pencil in’ effect they have on the demo site.

This is a normal security check from Chrome, it does not allow local scripts to load and read local content. This is why the animations can only be used on a HTTP server.
If you upload the template to your web server, it will work fine.
Otherwise, you can setup a local server. Here’s a guide: https://www.maketecheasier.com/setup-local-web-server-all-platforms/

Visual Composer will be included in the WordPress version, which will be released in the next weeks. Since it’s a WordPress plugin, it can’t be included in an HTML template.
To use this template you need to have some basic HTML knowledge, I’m sorry.
