And 1- Can post title and subtitle be shown outside of page title background?

2- Title background is looking good on a computer screen but it is cropped in phones, there’s any way that image not being cropped in small screens?

1. Could you please share us a screenshot about what you want? You can remove title & subtitle in default background page header, and add a simple Heading element into your page.

2. Regretfully, the background on mobile view will be cropped to be fix with mobile screen which in horizontal view.

Yes, you can add more space to use bigger logo on your site by going to Dashboard > Appearances > Customize > Header, and increase the Menu Height option in there.
