1 – Still not block for users, but for questions or answers there are options to delete them when someone report they and have a x number of points.
We have a lot of options for this part.

Its Already enabled in my website but still getiing issue.

All the words will be available at the same work at the plugin and theme.
For example if i have in my theme 500 word questions at the different pages, when you make it by loco translate will make one word only and it will change it at all the files.
You are not understanding . there are so many phrases and there are more than 1000 word in loco translate. i need to change each and it will take al lot of time
