No you can’t do that, because there are 2 icons here, follow or unfollow and send message between user profile image, so if you not logged the follow will not show, so the message icon with image will be very bad.

1 – Discy Settings >> Questions settings >> Add – Edit – Delete >> Active user can edit the questions >> OFF.

Anyway I think it would be good to add a feature that allows to disable the registration of users, for example if the site already has users and activity and you want to disable the registration of new users.
Only a small switch in: User setting> General Setting> disable user registration.
With that the site could continue online (with the activity of existing users) only that the registration of new users would not be allowed.
I just leave my comment as a suggestion to include in possible updates.
