1) Can I translate it in every part? (i.e. cars tech specifications) 2) Is it possible to import/export car data in XLM/CSV?

Yes, the translation is possible for every part. For import export, its not part of the theme, but there are many good plugins to import CSV data into WP, you can google about that.

Yes the King composer is due for updating to work with WP 5.0 Till then you can install Classic editor plugin to go back to previous editor and make things work.

Nobody else can put their own cars. Only admin(You) can. You can choose to put yours or other people car as desired.
