The feature to change the name of ’departments’ to services or whatever does not work in theme options and need to change it urgently. Please advise.
From Theme Option you can change slug make sure 2 post type slugs not same. After change slug re-set permalink.

You can use any duplicator plugin to duplicate page/ post .

How do I access the prebuilt hompages?

this is an existing site converting to your theme. The documents warn that all data will be deleted if demo data is imported. We are trying to replicate the design that is on HomePage 1 on your demo. But we cant seem to find all the elements or get them to work as per the demo page. Please advise on this. Or name all of the elements that are appearing on the demo pagess
Yes for existing site better set home page manually.
Like first install the theme demo in your local pc or another location then see how page build with which addon.

Let me explain again
1) For existing data After theme install and all required plugins installed you can use use manually set the home page see which addons used in home in home page. To check the addons set the demo in another location with one click demo data.
2) Or you can import data this way XML import it will not delete any current data but will import all demo data then you can edit home page after your page done you can delete the unnecessary demo pages. https://radiustheme.com/demo/wordpress/themes/medilink/docs/#demo-manual
If still confusion I can import XML data ie #2 for you.
Note: For Live site my suggestion use a staging site after all done make staging site live.

When editing the Departments Slider – it will not let me make the button URL different for the different departments. When I change one it changes all of them.

2) for the fonts, this is my findings – the theme is loading “Noto Sans” which works for alpha-numeric characters. So for alpha-numeric characters, firefox can display it properly. However, since this website is in Chinese, to have Chinese characters displayed in “Noto Sans” font style, it needs to be called “Noto Sans SC” (SC stands for simplified Chinese). Currently the theme only allow “Noto Sans”, not “Noto Sans SC”, so only English characters are displayed in “Noto” font style, the Chinese characters are displayed in the default font style which could look very different especially in Windows client. So the fix for displaying Chinese characters in this theme using “Noto Sans” font, it needs to allow developer to choose “Noto Sans SC”.
