This is not a theme for WP. The title and description clearly indicate that this is an HTML template. Words WP, WordPress are nowhere to be found.

Just copy the template files to the server. No special installation is required.

Ok, I added index.php file and change about.html to index.html and it worked out. I’m a beginner and could save a lot of time if you’ll provided full description at the beginning
