How to stop users to post the same question twice or thrice?

1. Tabs(means Recent questions, Most answered and etc.) can be not only on Home Template but also on Question template? If right, please let me know.
2. I made a few pages those template are ‘home’ but when i active ‘Show the tabs at the left menu’, It looks applied to all pages thus, can i set this feature to each page independently?
3. Can i restrict tags? like user onaly can use desginated tags those i registered.
4. Can i locate ‘Tag cloud’ (one of widget) on the top of page instead of Tabs(means Recent questions, Most answered and etc.)?
