You go to Theme Options > Header. You change the content of the Store Notice option.
You go to Theme Options > Color Scheme. You find the Header Colors section. You change the colors of header in there. In your case, they are the Middle Header Background Color and Bottom Header Background Color options.

2. It depends on the size of your website (number of products, number of visitors, ...). Shared hosting can be used for a small website. Our theme works with PHP 7.4.
