The template library is a feature WP Bakery developers are offering just for their direct clients. You should always install the included plugins through the auto-install notifications in your dashboard, directly from our server. The WIE demo file can be imported with the Widgets Importer & Exporter plugin. It is a free plugin, this is why it is not bundled with the theme.
