Unfortunately you can not use such a layout for categories, only for posts. Of course you can always replicate a similar appearance by using category images in columns, but it will not have the same hover effect.

Not sure what you mean… However you can have a static page as your homepage, and just include a jetpack gallery in it. The Jetpack gallery is quite flexible and allows to have layouts like in this page: http://codest.ag/JetPackGallery

But having a layout similar to the homepage for the image gallery is not supported out of the box.
