it is easy.

- you need to upload the whmcs template that included in the downloadable .zip to your WHMCS installation and activate it (by WHMCS admin)

- for changes to header or footer, the files of WHMCS template that you can change are :

header.tpl (here you can change the menu options) footer.tpl

if you want to change styles (i’m talking about WHMCS template) in css/style.css

- domain and login forms are already integrated in the HTML template, the only thing that you need to add is the action url to each form (you can find it in whmcs admin).

No ETA yet, sorry. WordPress theme it is a different item from HTML. So if you purchased the HTML template, does not including the WP theme.
