Yes, User can only add car after log-in into the site and user must have an account with the site. There is also an option available to approved car automatically.

Yea I know they have to login, but is it also possible to make the “Add Car” button only shown when logged in? In the demo video I saw that when the add on was enabled it started showing in the menu right away.

We provided theme option to disable sticky header only from mobile. Please check out this option at Appearance > Theme Options > Site Header > Sticky Header Settings in admin. Please check this screenshot. You can also check our theme documentation.
