I plan to buy uoce university themes, but my server only supports PHP version 4. Does the university themes work well in PHP version 4 ???

php Version 4 is quite outdated and deprecated version now. The reason to update php version is there are many functions that are deprecated now from older version of PHP and MySQL that failed for updated version of php and latest wordpress coding standards.
You are advised to get supported php versions (5.6, 7.0, 7.1, 7.2) updated to use any WordPress Multipurpose theme, and it is a good practice to use best hosting service for your site that offer you most latest technology bundles.
