Please make sure that you have set/selected the Body Wrapper as “Boxed” from Appearance >> Theme Options >> General and then set the Container Max Width (px) from Appearance >> Theme Options >> Skin >> Layout as per your requirements it will work for you.

It only works with and for the Boxed Layout.

Please edit your page and Scroll below you will find View Options and under View Options you will find Layout & Sidebar Option and you will find it set as Left Sidebar and also the Widget Sidebar set in it as well as showing in this screenshot: https://pasteboard.co/IjkBhtX.png
which means the particular section is coming from Widgets, So you have to go to Appearance >> Widgets and finds Company Sidebar there and when you open it you will find Navigation Menu Widget in it as showing in this screenshot: https://pasteboard.co/IjkDEUr.png
so please make sure that you have set the Navigation Menu as showing in the screenshot, If not then set it from there and check your site after removing the browser cache, I am sure you will not find the issue.

Please make sure that the Category ID you are using or the Category you want to make show, it must has assigned the portfolio, then use Porto Portfolio Categories element on any of the page of your site and add the Portfolio Category ID in it and check your site after removing the browser cache, Please see the below given screenshots:
