.
You can do it using Header Builder Feature. You have to use Header Builder on your site, you can read all about it here in the Theme Documentation:

There are two Headers you can set using Header Builder Feature on your site, Desktop Header, and Mobile Header.
Now the only Options for setting Logo in Header Builder is Logo Element: https://ibb.co/0t8cFLY
And there are two different Headers you can set for Desktop and Mobile as showing in this screenshot: https://ibb.co/jhtkddq
But the issue is the Logo element is only one, So whether you set it under Desktop Header or under Mobile Header it will show the same Logo you set on your site from Porto >> Theme Options >> General >> logo Icons.
So there is only one way or you can say a trick.
Use Logo Element on Desktop version Header only as showing in this screenshot: https://ibb.co/0t8cFLY
And Use HTML Element on Mobile version Header and set your Logo in HTML Field using HTML Code, it will work for you as showing in this screenshot: https://ibb.co/Tqkm65W

Using the settings “Show Skeleton Screens” on any of 4 possible pages/areas is causing major problems. In some browsers like IE the website is loading forever with the dark skeleton and shimmer effect. Only in Chrome the skeleton disappears to reveal the actual content. Useless feature at the moment, please fix.

I have just tested it with latest version of Chrome browser and also with 11+ versioon of IE browser and you are right, it is not working fine with 11+ version of the IE browser, I am really sorry for this inconviniance and really thankfull to you for notifying this issue to me, I am forwerding this to the development department for testing it deep and fixing it with the future upcoming updates of the Theme, so please be patience till that and again really sorry for this inconviniance and last thing this is not useless feature, If you do not want to use it, simply turn it OFF.

Yes, you can do this, by simply using Porto Product Category element on your site any page.
Please follow the steps listed below:
1. Go to Products >> Categories and create a new Category and named it as Special Offer.
2. Now assign all the Special Offer Products to that particular Category.
3. Go to the particular Page and add/insert/set the Porto Product Category element.
