Indeed, it is a new theme. So you only need to setup it. It does not effect the main things of site but with the things that you customized, you need to re-do in the Elementor version. The link is for upgrading v1 to v3. I need to upgrade v3.0 to current version v3.1.2. There is no documentation for doing that?
For elementor version you told us it will be end of this month (april)? Now it is until next month (may)?
It is the same way. You can download the latest version and upgrade following that way.
