Yes, this is a bug. Fixed in version 1.13.1.

This is due to weird Chrome behavior that is contrary to the standard. If the style file is in the disk cache and the script file is in the memory cache, then Chrome ignoring the order of the files in the document (the style file before the script file) executes the scripts before applying the styles, which leads to errors in the calculations.
