sorry not understand, you have unlimited packages based on different features either free or paid. if you are taking about regular license for classiads, all features are available in regular license as well.

Same like Buyer can only view the seller details based on their selected packages. Ex. For a particular packages, we will restrict the no of buying option let say 10, so only 10 seller details only buyer can be access,after that buyer need to go with other packages,

you can use wordpress rest api and you can register your own api endpoints
The wordpress v2/post endpoint doesn’t post as listing but as regular post I already try it

Our listing is custom post type so there should not be any issue to post listing or you can register new endpoint
If it comes to resgister new endpoint I think wouldn’t ask question but use the one which I have I create it

yes you can turn on email and phone verification so only verified user can publish ads, phone number verification feature required twilio addon and twilio sms service.
