not sure I follow your question. If you want to modify source code then of course it is possible but you need to have some experience with that. You could also use Elementor
Is there a way to add custom fields and make them visible on search form ? Is there a way to limit access to resume to certain amount. Ex. Companies can pay to access 1000 resumes or 2000 ..etc. Could I limit locations to a specific country for ex. France for ex. ?

Yes, no problem. You can disable registration of employer accounts and manage website/jobs as an admin
