It is part of Select Membership plugin.

Translations are working fine since all plugins and theme itself contain text string with unique text domains. You have to create translation for that plugin also. Note that for plugins you need to prefix translation with plugin name and for that plugin you need to create po and mo files like this qode_membership-en_US.po , and this can be done with poedit software (free version). For Loco translate please refer to plugin documentation, or alternatively try popular WPML plugin which is officially supported by the theme.
