I can guess the user created rows with a height of 100% and set their background attachment as fixed ( https://undsgn.d.pr/cBBaib ). Then he just set the max-width ( https://undsgn.d.pr/fQxIV2 ), background color ( https://undsgn.d.pr/zdBQoU ) and the animation ( https://undsgn.d.pr/HfKVER ) of the columns, and a Text Module put into them. If he also has custom styles I can only recommend to take a loot at the browser inspector and check.
