Yes it is possible to recreate this layout even without WooCommerce since this is a custom layout created with the Page Builder, just instead of using the Product Gallery module use the Media Gallery module. Alternatively, there is also a Catalog Mode option that removes all the Add to Cart, Cart, and Shopping Cart buttons (but in this case you have to use WooCommerce).
